On 31 January, the Donor Coordination Councilmet to approve the fundamentals of grant policy, one of the key elements of the Energy Efficiency Fund Program.
Grants will partially cover the expenses of HOAs for energy audits, project documentation, materials, equipment, and construction work. The amount of compensation is identified in accordance with two packages, each indicating mandatory and additional lists of energy efficiency measures.
The main part of the grant (covering materials, equipment and construction costs) will be:
- Package А (“HOA Light”): 40%, Package B (“HOA Comprehensive”): 50%.
- For the first 300 projects, grants will increase by 20%, irrespective of the selected package type.
Fund program financing will be transferred to HOA accounts equally from the Energy Efficiency Fund and the Multi-Donor Trust Fund.
The meeting was attended by Deputy Prime Minister and Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Hennadii Zubko, representatives of the Ministry of Regional Development, representatives of the European Union, the Government of Germany, the International Finance Corporation (IFC), the World Bank, GIZ and UNDP projects in Ukraine and the Energy Efficiency Fund.
