About the Energy Efficiency Fund
Implementing its programs, the EEFund takes into account the National Action Plan for Energy Efficiency, Reduction of Carbon Dioxide Emissions in order to enforce the Paris agreement, implement the acquis communautaire of the European Union and Agreement on the Establishment of the Energy Community, compliance by Ukraine with international obligations in the field of energy efficiency.
By 2022, the Energy Efficiency Fund implemented one Program – called ‘ENERGODIM’ – supported homeowners associations (HOAs) in the implementation of energy-efficient measures. That is, it provided grants and introduced complex technical solutions taking into account the best European practices in thermal modernization of buildings. But after the start of a full-scale war in Ukraine, it expanded its activities in a new direction — launched the ‘VidnovyDIM’ program. Now, according to the decision of the Cabinet of Ministers of Ukraine, the EEFund can implement other programs in the residential sector, in particular for the restoration of buildings destroyed or damaged as a result of the armed aggression of the russian federation against Ukraine.
‘ENERGODIM’ Program: energy modernization of residential buildings
Since 2019, the Energy Efficiency Fund has implemented the ‘ENERGODIM’ Program, which provides for partial reimbursement of costs for energy efficiency measures in the amount of 40 to 70%. HOAs can use these funds to install an individual heating plant, balance the hydraulic system of the building, heat insulation of pipelines in unheated rooms, heat insulation of walls, roofs and basement floors, replacement of doors and windows in common areas. The program is implemented in cooperation with the International Finance Corporation (IFC) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
‘VidnovyDIM’ Program: reconstruction of damaged houses
On November 21, 2022, the new EEFund Program called ‘VidnovyDIM’ began to operate. Its purpose is to finance construction works for the restoration of residential buildings damaged as a result of the war that the russian federation waged against Ukraine. The program is financed by the European Union. The Fund provides participants – homeowners’ associations – with a grant, which is paid on a free and non-refundable basis in the amount of 100% of the cost of work and materials. The total amount of the grant consists of the sums of the first (70%) and second tranches (30%) and cannot exceed the maximum amount — UAH 7.2 million per restoration object.
If your house has a homeowner’s association, you can energy modernize it by taking participation in the ‘ENERGODIM’ Program. If your war-damaged house has a created HOA and it is located in the territory of action of the ‘VidnovyDIM’ Program, you can receive a grant for its repair.
