Implementation of energy efficiency measures and receiving partial reimbursement of their cost
- The HOA independently selects contractors to perform the works.
- During the performance of works, technical and author’s supervision must be carried out in accordance with the Law of Ukraine ‘On Architectural Activity’.
Important! If necessary, the HOA may extend the project implementation period. For this, it is necessary to submit an Application for extension of the period and accompanying documents no later than the day of completion of the project implementation period determined by the Program.
- The HOA prepares and submits an Application for the verification of implemented energy efficiency measures and partial reimbursement of the cost of the implemented measures in accordance with the step-by-step verification procedure.
- After the completion of the project, the energy auditor must carry out the energy efficiency certification of the building (he or another inspection specialist must conduct an inspection of engineering networks).
- The Fund verifies energy efficiency measures, carries out a financial assessment of the implemented project, and also checks it for compliance with the Fund’s financial requirements.
In the event of successful verification, the Fund partially reimburses the HOA for the costs actually incurred for the implementation of energy efficiency measures, in particular the cost of works, equipment and materials, technical and author’s supervision services, energy efficiency certification of the building and inspection of engineering networks, which are carried out after the implementation of the project (third tranche).
Step-by-step verification
Verification is a check of implementation of energy efficiency measures within the project. It can be documentary and with a visit to the facility, that is, the building where the project is being implemented.
The Fund verifies the project before disbursing the grant at the third stage, when energy efficiency measures have already been implemented. After all, it is necessary to make sure that everything is done correctly, energy savings have been achieved.
Given the fact that the duration of the implementation of Package ‘B’ can reach 24 months, and the cost of its implementation is quite high, the Fund introduced the possibility of step-by-step verification of such projects.
Step-by-step verification allows you to receive reimbursement for individual stages of completion of civil works. This significantly reduces the financial burden on HOAs. During the implementation of the project, the HOA may apply to the Fund three times for step-by-step verification of the implementation of measures.
A separate step for verification during project implementation may include:
- All mandatory measures completed of the Package of measures ‘A’, during the implementation of the Package of measures ‘B’
- Works completed separately or together for each of the selected mandatory measures of the Package ‘B’, except for those included in the Package of measures ‘A’ (including additional ones)
The procedure for verifying the implemented energy efficiency measures is the same — both in the case of step-by-step verification and in the case of verification of the entire project.
That is, after the full completion of the works at a certain step, the beneficiary submits an Application for verification together with documents related to the completed energy efficiency measures at a certain step (the list is in Appendix 9 to the Participants’ Course of Actions).
