Participants of the Program (hereinafter – BENEFICIARIES) are homeowners’ associations (hereinafter – HOAs) created and operating in accordance with the Law of Ukraine “On a Homeowners’ Association” dated November 29, 2001 No. 2866-III, and co-owners of apartment buildings in which housing cooperatives operate, created in accordance with the Law of Ukraine “On Cooperatives” dated July 10, 2003 No. 1087-IV.

The territory covered by the Program is determined on the basis of a separate decision of the Supervisory Board and is published on the EEF’s website.

HOAs are located throughout the territory of Ukraine, except for temporarily occupied territories and territories of active hostilities (in particular, territories of active hostilities where state electronic information resources function), as well as settlements where the state authorities of Ukraine temporarily do not exercise their powers, and inhabited localities on the demarcation line. First of all, it is necessary to decide which activity is planned to be implemented within the framework of participation in the “GreenDIM” Program.

Steps to follow:

  1. During the general meeting, the co-owners decide on an acceptable activity (a solar power plant or a heat pump, or both measures). Their choice is noted in the protocol of the general meeting, with the number of votes in accordance with the current laws of Ukraine. An extract from the protocol is submitted to the EEF (See Appendix 4 to the Program).
  2. Perform energy certification of the building.
  3. Passports for equipment that is planned to be used within the framework of participation in the Program for the activity chosen by the co-owners.
  4. Photo of the building as a whole, general photos of the facades of the building. General photos of premises/roofs/facades where works will be performed and equipment will be installed. Originals containing metadata (date and location of shooting) must be provided.
  5. Passport and document on assigning the registration number of the taxpayer’s account card of the person who signs and submits Application No. 1
  6. Document confirming the authority to sign and submit Application No.1, to perform other actions within the scope of the BENEFICIARY’s participation in the Program, if they are not performed by the chairman of the board of the HOA/housing cooperative.

All documents are submitted in paper form, or in electronic form – in the form of electronic copies of scanned copies of the original documents, certified by a qualified electronic signature of the chairman of the board of the HOA / housing cooperative or another authorized person.

The EEF under the Program provides funding to its participants in the form of a grant (hereinafter – the Grant), which is paid on a free and non-refundable basis in the amount of 70% of the acceptable total cost of the equipment and 70% of the cost of the energy efficiency certification of the building before submitting the Grant Application (Application No. 1) and after the implementation of the Project.

The grant cannot be more than UAH 2 (two) million (1 million for buildings with an area of ​​less than 8,000 square meters) for the installation of a solar power supply system and UAH 2 (two) million for the installation of heat pumps. At the same time, if the Beneficiary simultaneously installs a solar power supply system and a heat pump, the Grant can be paid in the amount of no more than UAH 4 million. Also, these amounts of the Grant include costs for the energy efficiency certification of the building before submitting the Grant Application (Application No. 1) and after the implementation of the Project, and they cannot amount to more than UAH 15 (fifteen) thousand each.

The grant is paid after completion of all works under the Project and approval of the Application for Completion of Works (Application No. 2) by the EEF.

Funding under the Program is provided for partial cost reimbursement

  1. Equipment and materials:
  • heat pumps – a source of heat energy – soil, water or air,
  • photovoltaic modules, inverters, storage systems (lithium and lead-acid batteries) – for the solar power supply system that meet the Technical Requirements (Appendix 2);

2 Certification of the energy efficiency of the building before the submission of the Grant Application (Application No. 1) and after the implementation of the Project.
