STAGE 1

STEP 1

The HOA must conduct an inspection of the multi-apartment building (the object for restoration) damaged as a result of military operations and receive a technical inspection report.

STEP 2

Hold a general meeting of co-owners of the HOAs, make a decision on the restoration of the damaged building and on participation in the Program (in accordance with the procedure specified by Law of Ukraine ‘On the Association of Co-Owners of a Multi-Apartment House’ of November 29, 2001, No. 2866-III).

STEP 3

The designer must make a defective act or design decisions on request of the HOA with the estimates on the basis of which the contract price will be calculated and the following contract with the contractor will be concluded.

STEP 4

The HOA must select the contractor(s) of works and/or the supplier(s) of materials and equipment, and conclude a contract(s) with him. Contractors/suppliers must meet the Requirements for construction companies and other contractors and suppliers with whom HOAs can enter into contracts to receive grants from the Fund under the ‘VidnovyDIM’ Program (Appendix No. 3 to the Program).

STEP 5

The HOA chooses a partner bank of the Fund for cooperation and opens an account in it. The Fund will send a grant to this account.

STEP 6

The HOA draws up and submits to the Fund an application for receiving a grant (in the form according to Appendix No. 1 to the Grant Agreement) and accompanying documents.

If the Application for participation in the Program is approved, the HOA will receive from the Fund:

  • the notice on approval of the Grant Application;
  • the first tranche of the grant — to the HOA bank account in the partner bank.

The grant is paid by the Fund within 15 (fifteen) working days from the moment of sending the notification on the approval of the Grant Application to the HOA. The grant should be used by the HOA only to finance the costs associated with the implementation of the Acceptable measures, namely, for the purchase of materials and equipment and the payment for construction works provided for in the Grant Application.

IMPORTANT! Change of contractor/supplier after receiving the first tranche of the grant is prohibited. Exceptions are possible only in case of stopped activity of a legal entity / the death of an individual entrepreneur-counterparty or in case of the termination of the contract due to the current force majeure or failure of the contract by the contractor/supplier during such period, which will indicate that it cannot be fulfilled within the prescribed time-limit.
