“ENERGODIM” is simplified: new opportunities for HOAs

From November 5, changes to the “ENERGODIM” Program will be introduced, which will make it much easier for HOAs to participate in the Program. The Supervisory Board of the Energy Efficiency Fund has adopted further updates that expand opportunities for HOAs and simplify the process of participating in the Program.

What has changed?

New optional activity for Package A (simplified)

From now on, HOAs that choose the simplified package A have the opportunity to include in their projects the replacement or modernization of the common boiler and/or auxiliary equipment (pumps, automatic control systems, etc.). This will significantly increase the energy efficiency of the house and reduce heating costs because replacing the energy source with a more modern one gives savings of about 20%. Apart from that, the maximum amount of the grant has been increased to UAH 3 million. This change will make the implementation of the project more affordable for HOAs.

Simplified submission of applications to the EEF

From now on, HOAs can submit applications for participation not only through a partner bank or through the Energy Efficiency Fund Portal, but also in electronic format with the authorized electronic signature affixed and in paper form by mail or courier.

The order of verification of implemented projects has been changed

With step-by-step verification, partial implementation of one of the activities is allowed within one step; in particular, it is possible to submit an application for verification within the limits of insulation of individual sections or parts of the facade of residential buildings.

That is, when applying for the completion of the project, at least two walls of the house or a section of the house must be insulated (if insulation is carried out section by section). Besides, the joints of insulated and uninsulated wall sections must be sealed.

Please note: these changes do not apply to new participants of the Program who implement the project under Package of activities “B” complex (simplified).

The norm of the Program on the impossibility of making a decision on increasing the amount of the Grant during the approval of Application No. 2 has been canceled

 

HOAs to which the last part of the third tranche of the grant was not paid at the time of the relevant decision of the Directorate will have the third tranche of the grant recalculated.

Limitation of the deadline for submission of the Application for Changes to increase the cost of the Project

If the HOA intends to make changes to the project, then application No. 3 (Application for Changes), which provides for an increase in the cost of the project, can be submitted until December 31, 2024 inclusive.

Refusal to implement optional activities without providing corrected project documentation and its appraisal

If the HOA decided to abandon the implementation of some optional activities and at the same time the total cost of the remaining and ongoing construction works is not greater than that which was approved, the HOA may submit application No. 3 (Application for Changes) with an updated Project Description (Project Description Correction Form) and without providing corrected project documentation and its appraisal. The grant will be determined on the basis of actual costs, confirmed by certificates of acceptance of completed construction works, and in accordance with the terms of the Program. Besides, the EEF will not demand a return of the funds of the second tranche of the grant for the development of project documentation in the event that the HOA refuses to implement energy efficiency measures after the EEF approves application No. 2 (Application for Project Approval).

Please note: the form of the Questionnaire of the contractor with whom the HOA concludes a contract for construction work under the Program has been changed (Appendix 27 to the Procedures for Participants of the Program for support of energy modernization of multi-apartment buildings ‘ENERGODIM”).

Changes for HOAs in frontline areas

The Energy Efficiency Fund has changed the rules for HOAs located in frontline areas, but not in occupied territories or where active hostilities are taking place. From now on, all participants who are located in the frontline territories, which are not temporarily occupied territories and territories of active hostilities, must finalize the documents for the applications that were submitted earlier within 70 calendar days, starting from November 5.

The EEF also canceled the right not to submit Application No. 2 within a 9-month period for HOAs located in frontline areas. From November 5, all HOAs that have not submitted an application for project approval have 70 days to submit a corresponding application.

It has also been clarified which form of certificate from the partner bank must be provided to the EEF, depending on the chosen method of submission of documents by the HOA (directly to the EEF or through the partner bank).

Regarding the certificates of acceptance of the completed construction works (form No. KB-2v), changes have been made in Appendix 9 to the Procedures of the Program participants in the part of notes about passing their inspection.
