The Fund’s Supervisory Board approved new changes to the Energodim program

On November 18, The Fund’s Supervisory Board approved new changes to the Energodim program.

These changes will reduce the time of consideration of applications by the Fund and minimize violations in the preparation of technical documentation within the project.

What will be the main changes?

In connection with numerous violations in the preparation of acts of work performed by contractors introduced a requirement that Act(s) KB-2v (Act of acceptance of construction work) must be verified by a state-owned expert organization or a forensic expert with a qualification of the expert specialty “10.6 Research of real estate, building materials, structures and relevant documents. This change will protect condominiums from fraud on the part of contractors in the preparation of acts of work performed and reduce the time of consideration of applications for verification.

Another change, which was introduced to reduce the time of consideration of the application №2 for approval of the Project, is the examination of project documentation by expert organizations of state ownership and the exclusion of provisions for quality analysis of project documentation.

Another innovation is that the application for project approval must be submitted within nine months from the date of joining the program, ie from the date of approval of the application for participation. However, re-participation in the program is not prohibited.

In addition, condominiums have the right to request not to reject the application, if the elimination of comments in a timely manner is not possible for objective reasons, which justifiably prevent timely elimination of deficiencies in the application (previously based only on force majeure).

Other changes made to the program relate to changes to the grant agreement, the procedure for the participants of the program, as well as the procedure for verification, the procedure for analyzing the quality of energy efficiency measures and the procedure for monitoring.

The text of the new version of the program will be published on the website of the Energy Efficiency Fund in the near future.

It will be recalled that the latest changes to the Energodim program were approved by the Fund’s Supervisory Board on October 4, 2021.
