The parliament adopted in the first reading the draft law, which provides for simplification for the energy modernization of buildings

Today the Verkhovna Rada of Ukraine adopted in the first reading the draft law No. 6485 on creating conditions for the introduction of complex thermal modernization of buildings. 

This draft of the law envisages the creation of new and improvement of existing mechanisms for energy efficiency of buildings and aims to significantly simplify the process of energy modernization of buildings under the ‘ENERGODIM’ Program.

“During the last year, on February 23, the draft of law on amendments to some laws of Ukraine on creating conditions for introducing complex thermal modernization of buildings was prepared. It was supported by members of the Committee of the Verkhovna Rada, but the next day we were in a new circumstance of military invasion of the russian federation on the territory of our state. Obviously, since that time, priorities have changed, and we have been working together to ensure the reconstruction of the housing fund, destroyed by military actions. We have already developed the relevant proposals. And we hope that amendments will be made to this draft law before the second reading, which will take into account the conditions and challenges that we all met on February 24,” said Ehor Fareniuk, CEO of the Energy Efficiency Fund.

To remind, among the key innovations mentioned in the draft of law the following are provided for: 

  • – implementation of the energy management systems in public sector buildings;
  • – implementation of a comprehensive approach to building energy efficiency policy through the strategy of thermal modernization of buildings in Ukraine and creation of a national database of energy and operational characteristics of buildings;
  • – implementation of the possibility of making grants to the Energy Efficiency Fund in stages to facilitate financial burden on co-owners of multi-apartment buildings;
  • – possibility to include in the grant payment to the Energy Efficiency Fund a share (up to 10% of the project cost) of the associated energy-efficient activities, which are necessary and integral part of the thermal modernization project realization etc.
