From Energy Modernization to Reconstruction: 7 Years of the Energy Efficiency Fund 24 July 2025

Today marks the 7th anniversary of the Energy Efficiency Fund. Over these years, the EEF has gone through a challenging but invaluable path of development. We have operated under various conditions — limited financial resources, the COVID-19 pandemic, and a full-scale war — yet our focus on results, people’s needs, and state support for energy efficiency has remained constant.

From day one, the EEF’s goal has been to create effective mechanisms enabling Ukrainians to modernize their homes, reduce energy costs, improve living comfort, and, in wartime, restore damaged property. Over the past seven years, approximately 1,600 projects have been implemented across three key areas: residential energy modernization, restoration of damaged housing, and the introduction of renewable energy sources in multi-apartment buildings. Total grant support to homeowners now exceeds UAH 3.6 billion, benefiting over 216,000 Ukrainian families, and this number continues to grow.

The Energodim Program remains the EEF’s flagship initiative, focused on improving the energy efficiency of multi-apartment buildings. Launched in 2019, it has been repeatedly updated to adapt to new conditions, challenges, and participant needs. Despite difficult circumstances, the Program continues to be an effective tool for reducing energy consumption, improving residents’ quality of life, and easing the burden on the national energy system.

Since 2022, the EEF has also implemented the VidnovyDIM Program, enabling homeowners to restore damaged housing. This initiative bridges the gap between energy modernization and reconstruction, addressing new challenges and promoting “smart” restoration with energy-efficient solutions. Thanks to support from the European Union, the EEF resumed accepting new applications in July 2025, with more flexible conditions adapted to residents’ real needs.

A separate focus has been the GreenDIM pilot, which opened new opportunities for implementing renewable energy in the housing sector. It demonstrated that even under difficult conditions, Ukrainians are ready to adopt modern solutions and enhance the energy independence of their buildings. Early projects have shown how even small changes can significantly increase the resilience of multi-apartment housing, especially during blackouts.

Yet, beyond project numbers or grant amounts, the EEF’s greatest achievement is its professional, dedicated, and cohesive team. Over the years, we have worked like a precise mechanism, with every person in their role. The EEF is not only programs and regulations — it is specialists, experts, lawyers, communicators, accountants, administrators — everyone contributing to a shared mission.

The experience of the past seven years forms our institution. Ahead lies more work, new programs, and innovative solutions. We have learned how to operate effectively even in crises and maintain efficiency under the toughest circumstances.
