European Support in Restoring Damaged Homes: Results of the “VidnovyDIM” Program in Irpin

The Directorate of the Energy Efficiency Fund, together with Aliona Shkrum, First Deputy Minister of Communities and Territories Development of Ukraine, and representatives of the EU and IFC, visited Irpin to review projects implemented under the “VidnovyDIM” Program. Thanks to the prompt support of the European Union, this initiative was launched back in 2022, enabling a rapid start to the restoration of housing stock damaged by the war.

According to experts from the Kyiv School of Economics, approximately 236,000 residential buildings were destroyed or damaged. Irpin, one of the first affected cities, has become a symbol of resilience and reconstruction. Thanks to the “VidnovyDIM” Program, thousands of residents can return to renovated and safe homes.

Yehor Fareniuk, CEO of the Energy Efficiency Fund, emphasized the importance of continuing the “VidnovyDIM” Program: “We are deeply grateful to the European Union and the International Finance Corporation for their invaluable support, which made it possible to launch the Program in 2022. Thanks to this initiative, thousands of residents can return home. I sincerely believe that additional funding from both the EU and the Government of Ukraine will soon be allocated, allowing us to reopen the application process and assist an even greater number of Ukrainians”.

During the visit, participants inspected homes and spoke with homeowners. Restoration work under the Program is carried out with modern energy efficiency standards in mind. The key priority is not just to restore housing, but to make it truly comfortable. The delegation reviewed completed projects as well as ongoing restoration works. Among the visited sites were fully restored the HOA “Fortetsia 22”, where roof repairs were completed, entrance doors replaced, and the façade insulated, as well as HOAs – ‘Dzherelo 50’ and ‘Dzherelo 56’. Additionally, the external restoration of the HOA ‘Dzherelo 50a’ was completed, and this building has already submitted a second application for common area repairs.

Active restoration work is also ongoing in these buildings (‘Dzherelo 52’, ‘Dzherelo 56a’, and ‘Dzherelo 52a’), with both internal and external works in progress. Reconstruction continues in the Vysoka Street buildings, Vysokyi 10a and Vysoka 10a/1.

Despite significant progress, the scale of destruction remains enormous, and the need for reconstruction funding is critical. We hope that the European Union, as a key partner of Ukraine in restoring residential infrastructure, will continue co-financing these extremely important projects.
