Changes in the “VidnovyDIM” Program: emergency prevention works and an increase in the grant

From August 28, Ukrainian HOAs will have more opportunities to restore war-damaged buildings. The Supervisory Board of the Energy Efficiency Fund has approved significant changes to the “VidnovyDIM” Program, which allows you to receive a grant for the renovation of residential buildings damaged as a result of russian aggression.

Extended list of acceptable activities

The list of acceptable activities for which you can receive a grant for renovation work within the framework of the “VidnovyDIM” Program has expanded. From now on, the received funds can be used to carry out anti-emergency works, in particular: restoring the integrity and load-bearing capacity of walls and their elements, floor slabs, coverings and roofs, making reinforcing belts, etc.

We would like to note that the decisions on the implementation of emergency prevention works must be provided as part of the major overhaul project, which has passed the appraisal of the state-owned expert organization, according to the results of which a positive Expert report has been provided.

The maximum grant amount has been increased

The maximum amount of the grant that the HOA can receive for one restoration object has been increased from UAH 8 million to UAH 8.8 million. This will make it possible to cover a larger volume of work and restore larger multi-apartment buildings. As before, the total amount of the grant under the project consists of the first and second tranches (70% and 30%, respectively).

The requirements for a certificate from a partner bank have changed

From now on, the HOA must provide the EEF with a certificate of an open current account and the Beneficiary’s eligibility. The certificate must be issued by the partner bank in the form approved by the cooperation agreement between the EEF and the partner bank. Previously, such a certificate was provided in the form established by the bank.

The form of the contractor’s questionnaire has been changed

Another question has been added to the contractor’s Questionnaire form, which the contractor must answer in the affirmative: whether he/she has sufficient labor and material resources to fulfill the contract with the Beneficiary.
