EEF Supervisory Board Approves Updates to “Energodim” and “VidnovyDIM” Programs: Larger Grants, New Measures, and Updated Unit Costs

The Supervisory Board of the Energy Efficiency Fund approved updates to two key programs — Energodim and VidnovyDIM. These changes open new opportunities for homeowners associations (HOAs) to carry out thermal modernization and building restoration, while providing fairer funding for new participants through updated unit costs.

What has changed?

Energodim, which has already helped hundreds of HOAs make their multi-apartment buildings warmer and more energy-efficient, has undergone significant updates:

Increased maximum grant amounts

  • For new participants under the simplified Package “A”, the maximum grant is now UAH 5 million. 
  • Under simplified Package “B”, the maximum grant is UAH 15 million.
    This allows HOAs to receive even greater financial support for all eligible project costs. 

Expanded list of eligible measures

  • New participants under Package “A” (simplified) can implement additional measures, including apartment-level heat metering units and automatic temperature regulators on radiators in apartments or common heating system areas. 

Updated unit costs

  • Unit costs have been revised to reflect current prices for materials and labor. Applications submitted after the new rules take effect will be funded according to the updated unit costs. 

Step-by-step verification

  • To reduce the financial burden for participants under Package “B”, new applicants can now undergo step-by-step verification. 

VidnovyDIM: Updated unit costs for restoration

  • The VidnovyDIM Program, focused on restoring buildings damaged by the war, has also been updated. 
  • New applications will follow the revised unit costs, which account for current prices of materials and construction work.

  • The program updates provide a timely response to market challenges and the needs of HOAs. 
  • They reduce the financial burden on residents while offering more tools for building restoration and energy-efficient modernization. 

IMPORTANT: The programs in their updated versions will take effect from 23 August 2025.
