Residents of a nine-story building in the city of Chortkiv (Ternopil Oblast) have successfully completed an energy efficiency project under the “Energodim” Program. Thanks to thermal modernization, the nearly 40-year-old building has been given a “new lease on life,” and its residents have gained greater comfort and a significant reduction in utility costs.
The Challenges of the Past and the Path to Change
Before joining the program, the building had problems typical for its age: cold walls and excessive dampness in the apartments.
“Implementing projects like this isn’t easy, but the result is definitely worth the effort. The difference is significant: first of all, it’s about comfort. Even during severe cold snaps and prolonged power outages in the winter, our apartments stayed warm,” says Yaroslava Balyk, chair of the board of the HOA “Lubystok 9”. “We are sincerely grateful to the Energy Efficiency Fund and the donors for their financial support. We would also like to extend a special thank you to the Chortkiv city government: in addition to co-financing this project, they had previously allocated funds for replacing windows and doors in the building entrances. Such support is extremely important for people.”

What has been done?
As part of the comprehensive package of measures under the “Energodim” Program, a range of thermal insulation and exterior wall renovation works were carried out on the building. Previously, with the city’s support, windows and doors in common areas had been replaced.
According to the chairman of the HOA board, the co-owners do not plan to stop there: in the near future, the HOA will submit an application to the EEF for roof insulation, and they plan to renovate the basement on their own.
Economic Indicators and Project Results
The project serves as an example of successful collaboration between residents, the state, and local authorities.
Financial details:
- Total cost — 7.3 million UAH, of which 5.1 million UAH was a grant provided by the Energy Efficiency Fund.
- Contribution from the building’s co-owners — 2.2 million UAH.
- Co-financing from the Chortkiv City Council — 1.1 million UAH.
- Cost of work per apartment (60 m²) — 35,400 UAH.
Energy Efficiency and Savings:
- Reduction in energy consumption — ≈ 40.5%.
- Annual savings on heating costs for the entire building — 359,300 UAH.
- Average annual savings on heating costs for a single apartment (60 m²) — 5,800 UAH, or 96.4 UAH/m².
- Environmental impact: reduction in CO2 emissions — 1.5 tons/year.
Chortkiv — A City of Energy Efficiency
The city of Chortkiv is making steady progress toward energy independence, and one of the key mechanisms driving this effort is local financial support for homeowners’ associations (HOAs) to implement energy-saving measures. The city government provides homeowners’ associations with comprehensive incentives for energy-efficient housing upgrades, which is why the HOA movement is actively growing in the city; currently, HOAs have been established in over 70% of the city’s multi-unit housing stock.
Currently, Chortkiv is implementing the Program for the Support and Effective Development of Homeowners’ Associations in the Chortkiv City Territorial Community for 2024–2026. Under the terms of this program, homeowners’ associations that implement energy efficiency measures as part of the Energy Efficiency Fund’s “Energodim” Program for the Energy Modernization of Multi-Family Buildings receive non-repayable financial support from the budget of the Chortkiv City Territorial Community (hereinafter—CTC) in the amount of up to 50% of the contract value.
For those condominium associations that are participants in the “Energodim” Program and have received loans from financial institutions, 70% of the interest rate will be covered monthly from the budget of the Chortkiv Municipal Territorial Community for a period of two years.
If a multi-unit residential building is located within the historic district of Chortkiv and the co-owners implement energy efficiency measures under the “Energodim” Program, the HOA may receive a reimbursement from the Chortkiv City Territorial Community budget in the amount of 10% of the principal loan amount.
The results achieved by the HOA “Lyubystok 9” are a wonderful example of support and collective action.
As a reminder, “Energodim” is a key tool for the comprehensive thermal modernization of apartment buildings. The program is funded by the State Budget of Ukraine, with financial support from the EU and the German government.
