The Energy Efficiency Fund Supervisory Board Approves Amendments to the Enerhodim, VidnovyDIM and GreenDIM Programmes

The Supervisory Board of the Energy Efficiency Fund has approved amendments to the Energodim, VidnovyDIM and GreenDIM Programs. The amendments, in particular, clarify the terms of participation for  HOA’s and grant disbursement procedures in the event of a change in the status of the territories where the buildings are located.

Going forward, for HOA’s to be eligible to participate in the Programs, the building must not be located, at the time of application, in a temporarily occupied territory, an area of active hostilities, a settlement where Ukrainian state authorities are temporarily unable to exercise their powers, or along the line of demarcation, in accordance with applicable legislation.

At the same time, if a territory is reclassified as an area of active hostilities after the project has commenced, the OSBB does not lose its right to complete the project and receive the grant payments предусмотрed under the Programme in the cases specified.

Therefore, if, at the time of submission or review of Applications for Completion of Works or Verification Applications, the HOA’s or their contractors are located in areas of active hostilities, they will still be eligible to receive grants for completed works and services provided. Through these amendments, the EEF aims to safeguard the interests of Beneficiaries who have managed to implement their projects under challenging conditions and whose buildings are located in territories that remain under the control of the Ukrainian government.

The updated versions of the Programs will enter into force on 29 September 2026.

Please note that the acceptance of new applications under the EEF’s Programs has been temporarily suspended pending resolution of funding issues. Therefore, the amendments described above currently apply only to existing participants
