On November 4, some changes to the Energodim program have been implemented. They provide for a ban on participation in the program of condominiums-new buildings (commissioned later in 2009), as well as photo-fixation of the house before the repair and construction work.

Photofixation

Photo-fixing of the current condition of engineering networks and external enclosing structures of the building (Appendix 1 to the project description) means that energy auditors during the preliminary audit must photograph the engineering networks and the general condition of the building BEFORE repair and construction works.

The norm was introduced to prevent abuse and reimbursement of the grant for energy efficiency measures that have already been implemented in the house before.

IMPORTANTLY! The Fund will continue to review project descriptions made without the aforementioned photo-fixation of the building, within 30 calendar days from the date of publication of the announcement of the implementation of these changes, ie, until December 2 inclusive.

Restrictions for new buildings

From now on, condominiums whose residential buildings were put into operation before December 31, 2009 inclusive can become participants of the program. That is, new buildings (commissioned later in 2009) cannot participate in the program.

Such an innovation will make it possible to direct the Fund’s resources exclusively to obsolete housing, which is built according to old building codes and needs priority energy modernization.

As a reminder, on October 4, 2021, the Supervisory Board of the Energy Efficiency Fund approved the next changes to the program to support the energy modernization of Energodim apartment buildings, as well as other documents that are an integral part of the program.
